During the latest decades, the country has undergone an intensive discussion about the inclusion processes of ethnic communities into college education. In this sense, universities deal with a deep inner deliberation to reply to public policies that stand up for an educative proposal with an intercultural perspective. To understand both predicaments, it was carried out an analysis of public policies that promote intercultural college education based on the concept of rights and differential viewpoints. The argument is focused on the inequality precedents and social exclusion that the indigenous communities have tackled over the years. In the study, it was shown that the requests from non-governmental organizations, as well as social movements in the protection of their rights, have arisen from the recognition of public policies which can be the solution to overcome inequity conditions and social exclusion of these communities.
