This work puts into perspective the different problems that arise in the department of La Guajira, in this sense during the work is denoted the way in which these problems are both cause and effect of a crisis of intrinsic and structural governance in three municipalities of the department Such as Uribia, Riohacha and San Juan del Cesar; These municipalities have been selected for their geography location since in this way the qualities, weaknesses and different characteristics of the upper Guajira (Uribia), the Guajira (Riohacha) and the lower Guajira (San Juan del Cesar) are identified in a better way. Based on this diagnosis of governance, a project to strengthen public management based on the precepts of governance is proposed; This new approach to public management allows a different view of the relationship between society, the market and government, understanding its complexity and its interaction in different contexts, as well as establishing a new vision of the way decisions are made and As these are controlled by mechanisms that have their origin in the same civil society, differentiating themselves from the previous models like the classic Weberian model and the New Public Management (NGP), where the participation and the cooperation passed to the second plan in the moment of agreement The destination of public resources. This project, which seeks to strengthen Guajira's governance, is based on certain strategies aimed at overcoming weaknesses in aspects such as: Drinking water and basic sanitation, education, health, food security, road infrastructure and security (public order). It also analyzes how governance restores the State's leadership role and its commitment to achieving goals related to the achievement of integral and permanent well-being in Guajira.
