Public management has had several transformations since the middle of the 20th century, due to the new changes of the society, bringing with it new challenges to public administration. Under this scenario, in the last ten years has been an emphasis on a new way of public management called open govemment. This consists of opening of public proceedings and decision-making to citizens. So that this process can be performed, it is important that public sector encourage the principies of transparency, participation and cooperation among the different actors. In this context, occurs from the beginning of 2016 the first formulation of a departmental open Govemment in Narino raised during the governorship of Camilo Romero for the period 2016-2019. The formulation and the results of the open Government in Narino, has been considered as an innovative and exemplary experience in the national and Latin-American context. From the above, carne out the followingquestions, how was the process of formulation of aGovern ment open in Narino? why priority was given theprinciple of transparency? and, progress and resul ts have itsimplementation particularly with the principie of transparency?
