espanolEl objeto del estudio es identificar, describir e interpretar las institucionalidades y procesos emergentes que agencian comunidades en situacion de pobreza y vulnerabilidad social, como estrategias para su empoderamiento, en la ciudad de Manizales. El enfoque metodologico es cualitativo, su diseno socio-juridico incorpora algunos elementos de la investigacion participativa que propicio la interseccion accion colectiva y accion juridica. El articulo presenta las condiciones de empoderamiento o desempoderamiento que acompanan las acciones de grupos de mujeres cabeza de familia en Manizales. En las conclusiones se propone un reforzamiento de las politicas publicas que aporten a la formacion de mujeres con jefatura de hogar para que puedan alcanzar sus capacidades. EnglishThe objective of the study is to identify, describe, and interpret the emerging institutions and processes that promote communities in poverty and social vulnerability as strategies for their empowerment in the city of Manizales. The methodological approach is qualitative and its socio-legal design incorporated some elements of participatory research that led to the intersection of collective action and legal action. The article presents the conditions of empowerment or disempowerment that accompany the actions of female heads of the family in the city of Manizales. The conclusions propose a reinforcement of the public policies that contribute to the training of women heads of the family so that they can reach their capacities.
