RESUMO : Com a finalidade de promover o bem estar social, os gestores publicos encontram-se diante do desafio de administrar os recursos disponiveis de forma eficiente e eficaz. Mas, para que isso ocorra, deve-se estabelecer um sistema de acompanhamento gerencial e transparente. A atual Constituicao de 1988, conhecida como Constituicao Cidada, trouxe significativas mudancas que possibilitaram a participacao popular na administracao publica. O controle social e as perspectivas do accountability sao vertentes impactantes na democratizacao do Estado, Sociedade e Mercado. No municipio de Rolim de Moura destaca-se a experiencia bem sucedida do Observatorio Social na fiscalizacao dos contratos e licitacoes realizados na Secretaria de Compras da Prefeitura Municipal. Apesar do orgao fiscalizado nao estar adaptado a prestar informacoes de forma rapida e existirem alguns conflitos com a entidade fiscalizadora, a presenca do Observatorio Social vem proporcionando uma diminuicao dos valores e um aumento da qualidade dos bens adquiridos pela Administracao Publica. O presente artigo tem como objetivo analisar a influencia do controle externo, exercido pela sociedade civil, nas licitacoes e contratos realizados pela Prefeitura Municipal de Rolim de Moura. Para alcancar a base logica da investigacao cientifica utilizou-se o metodo dedutivo, com uma pesquisa do tipo exploratorio, descritivo, qualitativa, subsidiada em pesquisas bibliograficas, revistas, artigos, dissertacoes e teses. O instrumento utilizado para a coleta de dados e analise dos resultados foi um questionario, composto por questoes abertas e fechadas, que foram aplicados no Observatorio Social de Rolim de Moura e na Secretaria de Compras da Prefeitura Municipal. Civil society participation in public administration control ABSTRACT: Aiming at promoting social welfare, public managers are faced with the challenge of managing the available resources in an efficient and effective manner. However in order to achieve that, it is necessary to set up a system for management monitoring and transparency. The existing Constitution (1988), known as the Citizen Constitution, brought along significant changes that created the possibility of popular participation in public administration. Social control and the perspectives of the so-called accountability are significant aspects on the democratization process of the State, Society and Market. In the municipality of Rolim de Moura, it should be highlighted the successful experience of the Social Observatory in monitoring the contracts and bids carried out by the Municipal Secretariat of Procurement. Despite the fact that the inspected agency is not adapted to quickly provide with information as well as the fact that there are conflicts between the inspected agency and the inspection body, the presence of the Social Observatory is creating a reduction on pricing figures and an increase in the quality of goods purchased by the Public Administration. This article aims at assessing the influence of external control taken by civil society over procurement and contracts carried out by the Municipality of Rolim de Moura. In order to achieve the logic basis of scientific research, the deductive method has been chosen for this study, including an exploratory, descriptive and qualitative research, subsidized in literature searches, journals, articles, theses and dissertations. The instrument used for data collection and analysis was a questionnaire consisting of open and closed questions, which were applied in the Social Observatory of Rolim de Moura and the Municipal Secretariat of Purchase.
