This article is the result of research on the implementation of regional and subregional competitive-ness plans for the specific cases of Antioquia and Aburra Sur, for this purpose, the descriptive analysis based on the qualitative contrast between the guidelines, programs, was established as a method. projects and indicators established in the strategic approaches for territorial competitiveness and development plans of departmental and municipal hierarchy; at the same time of transversal guidelines such as the national government agreements with the FARC and land planning plans; this in order to identify the level of coherence, articulation and possible execution between instruments, as part of the construction of meso-competitiveness, it was found that there are affinities but at the same time, there are gaps in instrumentalization and in institutional capacities for the economic governance that allow greater levels of coherence and credibility between planned and executed.
