Localizacion: Colombia, ISSN-e 2590-8340, Version N° 26, 2019, pags 25-38 Colombia es un pais donde se ha ido construyendo un ideal de demo- cracia y de formacion ciudadana en medio de un proceso historico com- plejo de relaciones sociales marcadas por la desigualdad, tensiones politicas conflictivas que han dejado huella historica en sus actores sociales y entre otros aspectos, ademas esta inmersa en una significativa diversidad cultu- ral. Se evidencian avances con la Constitucion de 1991, la Ley 115 Ley Ge- neral de Educacion, la evaluacion de competencias ciudadanas y sobretodo algunas experiencias significativas de programas educativos y de practicas pedagogicas de maestros inquietos por aportar al desarrollo educativo en sus entornos y que el presente articulo profundiza. Summary Colombia is a country where an ideal of democracy and citizen formation has been built in the midst of a complex historical process of social relations marked by inequality, conflicting political tensions that have left a historical mark on its social actors and, among other aspects, It is immersed in a significant cultural diversity. Progress is evidenced with the 1991 Constitution, the Law 115 of the General Law of Education, the evaluation of citizen competencies and above all some significant experiences of educational programs and pedagogical practices of restless teachers to contribute to the educational development in their environments and that the present article deepens.
