Methodology: The methodological strategy contemplated a hermeneutical and inductive perspective, from the Fundamental Theory that interpreted the speeches of the University, the Company and the State against the phenomenon of interest, the information was codified in the Atlas.ti Software . Finding: As a result, gaps and key factors were obtained that allow, from the perspective of the groups addressed, the success of Smart tourism strategies. Conclusion: The technological appropriation of the Colombian tourism sector suggests a gap especially in the ability to generate an intelligent offer in relation to the experience perceived by the consumer. Likewise, the discourse states that, within the need for integration of the triple helix, building an intelligent service for the value proposition is one of the most important challenges for the sector and therefore a lag that must be intervened jointly. at the governmental, academic and business level.
