Taking into account the low levels of citizen participation in Ibague, as a consequence of multiple contextual factors that generate difficulties in consolidating community processes, it is established that the implementation of institutional initiatives with a territorial approach, promoted by the municipal administration, are not effective for the citizen organization in the neighborhoods, communes and townships of the municipality. In this sense, the analysis of the territorial strategy based on neighborhood meetings is carried out and the design of a new exercise in citizen participation with a social innovation approach, called ParticiParlante, is proposed through the development of the applied research method Policy design, programs and projects , using the tools of focal groups and semi-structured interviews for the collection of information. In this way, the main finding of the research is that citizen participation is developed through processes of trust generation, access to information and citizen management that allow the organization of social actors to mobilize actively. Finally, the main conclusion of this research determines the importance of the perspective of social innovation, supported by citizen communication, for the design of proposals to overcome the difficulties identified and encourage participation in Ibague.
