Implementação da Política Nacional de Saúde Integral da população negra em um serviço terciário do SUS : uma análise a partir dos burocratas de nível de rua
This research aimed to analyze the implementation of the National Policy on Comprehensive Health of the Black Population (PNSIPN) in a tertiary SUS service, focusing attention on the performance of street level bureaucrats. She sought to answer: How do the street level bureaucrats, crowded at the Obstetric Center of a university hospital, act in the implementation of the National Policy of Integral Health of the Black Population? Given the nature of the phenomenon studied and the type of implementation analysis adopted in this study, the button up, we opted for the development of a case study guided by qualitative approaches as a strategy of descriptive-exploratory research. The techniques of content analysis developed by Bardin were used to treat the information of the primary bank constructed from semi-structured interviews with street level bureaucrats. The main findings of the survey indicate that street-level bureaucrats interviewed do not yet recognize the social relevance of policies to promote racial equality, are ignorant of the PNSIPN and do not yet develop actions to combat racism and promote racial equity in the sector analyzed, as established in said legal framework. An institutional gap between the path of the PNSIPN formulation and its implementation was verified. At the end, some suggestions are presented for the implementation and implementation of PNSIPN in the analyzed service.
