This thesis focuses on the executive evaluation of the Science, Technology, and Innovation Fund (FCTeI) of the General Royalty System. Its objective is to apply the methodology of Executive Evaluation that is part of the rapid evaluations of the National Planning Department (DNP) and perform a rapid evaluation of the FCTeI to verify the status of progress in fulfilling the purposes of the program and the effects and results intermediate. Therefore, the FCTeI’s information was verified in each level of program and projects formulation: design, results, inputs, operational management, organizational structure, evaluation and control activities, it also was carried out based on meetings with the Technical Secretariat of the Science, Technology and Innovation Fund and other actors, and triangulation of information between actors of the Technical Secretariat of the Science, Technology and Innovation Fund and the OCAD of FCTeI. The review of the progress and operation of the FCTeI constitutes a fundamental input for the fulfillment of the objectives and a first step to make public policy recommendations for both the FCTeI and the E2 methodology of the National Planning Department.
