Former President Alvaro Uribe has been one of the most controversial political figures of last decades in our country. In 2002 with his election as president of the republic, he managed a break in the political and electoral traditions, which were framed in the tendency to elect a candidate of the Liberal Party or the Conservative Party. For the first time in the political history Colombian choose a dissident from the traditional parties, even beyond reputable candidates and tradition. His political influence has been so important that convinced the Congress to approve the Legislative Act 02 of 2004, which became possible presidential re election for another term. This transformation of the Political Constitution of Colombia brought an imbalance in the system of checks and balances, and so generated that the executive branch was endowed with an exceptional power. The second term, the Community State is followed by a speech focused on recovering investor confidence and social cohesion, which foreshadowed a political project that would need a third termAppears a discursive proposal to establish a state of opinion, as the need to strengthen the management of the Community State government, through public opinion. It is presented here, a magnetism that converge in a discursive transformation, and is the subject of analysis of this research.
