In Bogota, the prostitution s phenomenon is to be evidential as one of the causes and consequences of exclusion, which are visible in an economic, social, cultural and legal aspect. In this context, it is worth considering the study of the district s labor in order to promote the civic education through social services from a social policy, in relation to women s prostitution in Bogota during the periods of government from 2008-2012 and 2012-2014. This analysis is based on the exclusion and inclusion approaches proposed by Joan Subirats and other authors. This research is conducted under a qualitative method.
