This work had as an objective to establish the required criteria for the design of post penitentiary programs, directed to punished female population. The investigation is based in a qualitative methodology, evaluative kind, that consisted in the recollection and analysis of the programas offered by the penitentiary and post penitentiary institutions, for women in Iberoamerica, emphasizing in Colombia. For this purpose, inclusive criteria were used such as: that the programs were directed to female population and they were offered in Iberoamerica. So, we were able to observe the deficiency of the programs offered in Iberoamerica, characterized for the reproduction of genre stereotypes and ignorance of the poplulation´s needs. The evidence showed that the creation of the post penitentiary programs is bounded to the holes of the penitentiary system. So, we concluded that the following criteria are required: understand the Bangkok and Mandela rules; build egalitarian socio- laboral insertion programs; include the psicosocial component in the post penitentiary treatment; educate in moral and social values; and perform and adequate tracing to women.
