Public planning is a process that has been gaining in strength and importance in recent decades. This has been given by the concern to mark a path of public action that really guides the objectives followed socially. Nevertheless, the perspectives of planning have been put into operative and technical terms that, in the great majority, have action routes that ignore the complexity of current realities, and that, in addition, in practice ignore non-anthropocentric conceptions of development that preponderantly understand the complexity of local dynamics based on the logics of autonomy. This means that many of these planning processes have now focused on past processes, opting for the adoption of successful policies in other contexts, or have decided to focus on a future for which they do not incorporate rigorous actions in the present, understanding that this will affect the dynamics for life. From this point of view, this document seeks to analyze the sectoral advances of local planning through the study of the Local Education Plans -PEL- of Bogota. To this end, the research prioritizes the study of the PEL of three localities in the city: Engativa, Suba and Ciudad Bolivar, which present important numbers of young people, subjects of politics, and who in turn present different local dynamics and contexts.
