Continuous noncompliance with law is a worldwide fact that does not happen only, or exceptionally, in Latin America. This paper shows that the discourse that defends the existence of a culture of noncompliance with law in Latin America is a neocolonial discourse which establishes a hierarchy between Latin America and the Global North. Firstly, the paper demonstrates how this discourse essentializes “Latinos” as noncompliant people. Then, it exposes how this discourse places Latin America, exceptionalizing there the breach of rules, in an inferior position in relation to the Global North.
