In the country, there coexists an actors' network that provide the service of attention to children, from 0 to 5 years with different models. On the one hand, the Instituto Colombiano De Bienestar Familiar (ICBF) included the community in the implementation of the policy of the Hogares Comunitarios de Bienestar (HCB), in order to be a direct beneficiary of the program and provide the service of initial education. On the other hand, the Secretaria Distrital de Integracion Social (SDIS) implemented Infantile Gardens in three neighborhoods of Pardo Rubio offered a different and free model of attention, who receives a major quantity of quotas of the early childhood. This demonstrates a particular process of governing in the territory across the national policies and district policy of the early childhood, in which one gives a mixed governance. In Pardo Rubio, the policy has privileged the coverage of the service of attention to the first infancy to the detriment of the quality, producing networks of organization, agreements and agreements between the public institutions and the community slightly coordinated.
