The evolution of the discipline towards its autonomy has led to both its epistemological and methodological contents to be revalued and provoked transformations increasingly distant from the technocracies of those decades, giving way to new concepts consistent with the social developments in our contexts. An example of this would be the conceptualization of public policies that has been the object of multiple proposals according to the approach in which they are located and the inclusion of novel essential elements, as well as new proposals, even extreme ones such as Feyerabend's, of a methodological anarchism in the analysis of public policies. In the framework of the transition between quantitative analysis to qualitative bets and between the reconceptualization of public policies, their dynamics, the relationship between actors and the challenges in Latin American countries such as Colombia, this paper aims to show alternatives to technocratic approaches, in particular the interpretative approach to the analysis of public policies, trying to sketch some conclusions regarding its application in public policy against forced displacement in Colombia. To achieve this purpose, the paper is divided into three parts. The first will include a proposal on the reconceptualization of public policies; the second will deal with the shift from technocratic approaches of public policy analysis to post-empiricist proposals such as Elinor Ostrom and its Institutional Analysis Development (IAD) model; Paul Sabatier and the Advocacy Coalitions Framework, and finally the analysis of discourse based on Frank Fischer's interpretative approach. The third part will draw conclusions regarding the theoretical and methodological implications of new approaches to public policy analysis in the face of forced displacement in Colombia.
