The increasing accident rate in the City of Neiva should alert the Municipal Administration to carry out awareness work where the safe mobility of the Traffic Actors is fostered, minimizing the number of traffic accidents as much as possible. The World Health Organization indicates that more than 90% of deaths due to traffic accidents occur in countries with medium and low resources, which indicates that they occupy more than half of the percentage of deaths; despite the fact that in these countries they have less than half the number of vehicles in the world. (World Health Organization, 2018), Only in 28 countries, which is equivalent to 7% of the world population, have the correct laws for compliance with the five most common risk factors: speeding, driving under the effects of alcohol, the use of a helmet by motorcyclists, the use of seat belts and the use of car seats for children. (United Nations Collaborative Group for Road Safety, s.f.) The proposal of this article is to develop a Road Safety Plan in the City of Neiva, to measure and mitigate the risk of road users, defining as a priority the identification of sites with a high incidence of accidents, allowing proposing permanent options, which contribute to the generation of a culture of road prevention to mitigate risk in the actors. In the same way increase the signaling system and implement measures, for the integral intervention in critical accident points, taking into account the characteristics of each sector (Ministry of Transport, 2015) and achieve focus on road safety as something inherent to the human being and thus reduce the risk in the road actors. The study covers a phase of visual inspection and data collection and a next stage, based on the assessment and analysis of the observed criteria, yielding a series of recommendations aimed at road safety.
