Two problems are involved in the disciplinary regime: first as a disciplinary tool because public servers tends regulate their conduct within the civil service, and the second as a means of Deviation of Power, used to to persecute, harass and make the server resign for not being party boss. The object of the research is to determine the current disciplinary system within the Disciplinary Law, by which a public servant of the state may be subject to sanctions, suspension and removal from office.
