The institutional weakness around the salt economy in the municipality of Manaure was the reason for the realization of a study whose purpose was to determine the inputs or bases for a public policy proposal that would allow to regulate and reactivate the productive process in the salinas of Manaure. For the development of this research, a documentary analysis of the problem was carried out and semi-structured interviews were developed to determine the causal network, the immersed actors and the lines of improvement to the problematic situation. In this regard, the creation of competent entities in regional economic development and the materialization of a public-private partnership as a collaborative tool to guarantee the financial and institutional muscle that responds to infrastructure and to the reorganization of production was proposed. At present, mechanized and artisanal production coexists. For their part, the agents involved do not see the salt business as the main possibility of socioeconomic growth in the region. The natural wealth and the factors that converge in this territory allow a product of quality and inexhaustible in time, of which, the surrounding communities must be the result of social benefits or job opportunities and not of the pauperization that currently predominates.
