Colombia since the late nineteenth century, begins to experience different changes that will allow it to be shaped as a nation-state that will bring benefits in different areas: economic, political, social and cultural. This does not mean that everything is perfect and calm. These changes bring with them new and different problems that will make it possible to demonstrate the effectiveness of the State and its institutions when it comes to responding in an appropriate manner to the difficulties experienced by its inhabitants. One of the problems that occurred in Colombia in the specific case of the city of Bogota were venereal diseases and prostitution. Which, began to be evidenced since the late nineteenth century in an important way in the public and private debate, from the affectation mainly of public health, the morality established by the elite and the Catholic Church, the laws and in the city as a space for interaction and practices. It is important to highlight that the measures that were started to take in the face of this unlikely situation, would be of different types and would change over the years. Prostitution happened in the nineteenth century to be considered as vague or in the category that was treated in the police code of the time as an occupation of vagrancy. And by the twentieth century, the laws would have a different management, when it is visible and controlled and regulated. All these changes were accompanied by debates, which would expose the different points of view of different actors that were directly or indirectly involved and that could somehow make decisions or that their opinion could be taken into account for future changes in some regulation. It should be noted that with the creation of the Central Board of Hygiene in Colombia, prostitution and venereal diseases begin to have a more organized, structured, hygienic control since this was what was happening in different countries worldwide, and Colombia He could not stay behind. Since some inhabitants began to have infections with this type of diseases, which were quickly related to public and popular classes. The authorities began to realize the problem that was being created and decided to take measures that would be, that if before going through a long debate between doctors-hygienists, the State (the police-legal) and morality. This led to the enactment in 1907 of Decree No. 35 on public women and the creation of a regulation that would make it possible to handle this situation that is affecting the city, some directly, such as prostitutes and their families. usual or sporadically spaces. But also some people who could get sick or travel through these places and their practices as they were minors who sometimes were intruded.
