This master's thesis focuses on answering the question on: What are the institutional and community capacities that in terms of governance can support the community and nature tourism management strategies in the municipalities of Guapi and Timbiqui, Cauca? To this end, the research method used is limited to applied research based on diagnosis, which refers to the procedure from which necessities or difficulties of a sector are identified, in order to define strategies to overcome problems or take advantage of potentialities. The main findings show the low institutional capacity of local governments in this sub-region to respond to the needs of the tourism sector and the organizations linked to it, quite the contrary, community associations have managed to establish tourism strategies aimed at making tourism an instrument for the conservation of its natural ecosystems and the vindication of its cultural traditions. Finally, a governance model is proposed as an alternative for the strengthening of capacities through which to institutionalize cooperative mechanisms of interaction, through which collective strategies can be proposed to promote tourism in the territory, by defining roles and rules of the game with the aim of strengthening tourism management.
