It was based on a review of the literature that allowed the construction of a theoretical model. The information was obtained by applying surveys to a representative sample. Be part of a descriptive statistical analysis, the reliability of the data is verified, and statistics are calculated to verify if it is possible to use factor analysis, the confirmatory analysis is selected to establish the axes and components of a model of RSU from the perspectives of non-teaching employees. Finally, by structural equations, the model is constructed. Among the main results, it was found that the non-teaching staff is interested in being a participant in the RSU to contribute to their well-being and that of the university, and they have high expectations in the components of equity, good governance and ethics.
