espanolEl objetivo general de la investigacion fue formular unapropuesta de marco de referencia general, asi comounas bases amplias de gestion ambiental, para que elsector transporte implemente la Evaluacion Ambiental2 Estrategica -EAE en perspectiva con el estado de suspoliticas, planes, programas y proyectos – PPPP y con losprincipios del Desarrollo Sostenible. Finalmente, lainvestigacion propone, en una segunda entrega, dosiniciativas para la implementacion de EAE sustentadasen la “dimension ambiental estrategica”: una de cortoplazo (ex post), que aplicaria a los proyectos (oprogramas de bajo nivel), y la otra, de medio – largoplazo, para la aplicacion (ex ante) a las PPP del sector.Los resultados senalan, que los principales obstaculospara la implementacion ex - ante de EAE en el pais y masespecificamente en el sector de interes, se ubicanalgunos en el mismo contexto problemico del ambitointernacional: i) la falta de una decidida voluntad politica(por ejemplo para promulgar una politica integral detransporte), ii) las falencias que se perciben en el sistemade informacion ambiental y en la estructuraorganizacional de gestion ambiental sectorial. Y el pesorelativo de la concesion de la infraestructura y susignificado en la toma de decisiones; el hecho de que ademas los planes para el mejoramiento de lainfraestructura de transporte ya se encuentranformulados, principalmente los de corto plazo, y laactual politica de gobierno, “seguridad democratica”,uno de cuyos ejes es el compromiso – a traves de los“consejos comunitarios” - de mejorar la infraestructura –especialmente la de carreteras - de las regiones massensibles, haciendo dificil la planificacion de lainfraestructura y por lo tanto su conduccion a traves deEAE. EnglishThe overall objective of the research was to formulate andits overall of a proposed general framework, as well as abroad-based environmental management, so that thesector interest in perspective SEA implements the stateof their policies, plans, programs and projects and theprinciples of Sustainable Development. Finally, within theframework of integrated environmental management,the research proposes, in a second delivery, twoinitiatives for the implementation of SEA: a short-term (expost), which apply to projects (or programs for low-level),and the other half - long-term ex ante for theimplementation of policies, plans and programs - PPPsector, both based on the strategic environment.To the results indicated that the main obstacles to theimplementation ex - ante SEA in the country and morespecifically in the area of interest, some are located in thesame issue of the international field: i) a lack of politicalwill (for to enact such a policy of transport), ii) theshortcomings they perceive in the environmentalinformation system and the organizational structure ofenvironmental management sector. And the relativeimportance of the award of infrastructure and itssignificance in making Decisions; the plans for theimprovement of transport infrastructure are alreadymade, primarily of short-term, and the current policy ofgovernment, democratic security, one of whose aims isthe commitment - to through community councils - toimprove infrastructure - especially roads - the mostsensitive regions, making it difficult to infrastructureplanning and therefore its conduction through SEA.
