The establishment of public policies regarding the public access to Govt data has been a tendency over the last two decades. Offering public access to data, information and policies have been instrumental in the development of transparency and efficiency in the government administration and the public perception. Is well known and openly accepted the fact that `when new data management technologies are used by the public institutions, better and fastest decisions are taken in order to improve the Quality of Life of the citizens”. In Colombia, the government has approved some bills and laws around the open-data that are represented in this document as tools to be used by the public servant and the general public. This document is intended to present and promote specific actions for the strategic use of the public information. Special conditions are presented in this proposal in regards to the city of Bucaramanga and the new policies and administrative approach of the new Mayor. The strategic usage and Open Data`acess public promotion could be used as a tool to empower the population and evolve to an open administration.
