problem of water becomes more evident as time passes. In Colombia there are departments that are suffering of water scarcity, to such an extent that people, animals and vegetation are dying of thirst, as well as, the appearance of new epidemics generated by this situation. This document presents an TIC tool under a meticulous selection, the development of a Computerized Educational Material, MEC, to generate citizen culture regarding the use of water resources, aimed at educational institutions at the basic level; In particular, we worked with 156 fifth-grade students of primary basic education, at the Colegio Técnico Santo Tomas de Aquino, Sede-Tundama, in Duitama, Boyacá. The characterization of the population allowed to identify that the per capita consumption is 63 liters per day, surpassing the 55 liters suggested by the experts in the subject, also the technical and pedagogical aspects included in the techno-pedagogical design. In the same way, the didactic unit and the screens of the MEC are reported, developed from the needs identified in the institution taking into account the necessary competences that students must acquire. In this way, it is expected that they serve as a pedagogical mediation to promote citizen culture regarding the responsible consumption of this essential liquid for life.
