This research work is composed of two parts, in the first part the subject of the state of the question or theoretical and referential framework, structured by four chapters in which the theories that support the present investigation are developed and explained. The theoretical contents developed are: theories of the labor market, theories of implicit contracts, the tourism sector and the contribution of travel agencies in their development, the legal framework of human management and the management of human resources and semi-formality. In Colombia, the tourism sector is growing and is developed domestically. In the last ten (10) years, the growth of the tourism sector in Latin America has been assuming a significant role in economic development. The second part of the document presents the contributions of the research which explains the proposed model for the Integral Management Responsible for Human Resources, its two structural parts on relevance and recommendation of its implementation, as well as each of the essential dimensions that comprise it. An analysis of the quantitative results of the survey is made, taking into account general aspects such as: type of company, size, level of the position of the person who developed the questionnaire, academic training and experience in the area of human resources and the repercussions of the implementation and development of the model in the Travel Agencies, and points out the positive impacts and the repercussions in each one of the components of the model.
