Based on basic concepts of general theory of Systems, systemic environmental managementand the principies & benefits of ISO 14000, it is presented the thesis that International standards contribute to solve the problems identified in the Colombian environmental management. Once the environmental reality and SIGAM are diagnosed in the municipality of Castilla La Nueva, and in order to apply the ISO 14001 requisites it is necessary to use a new concept, which allows understand the municipality as the organization formed by groups and people that perforen activities in the town territory, where both are administrated by the municipal government The anafysisperformed allows to drsplay the sketch of management models, which according to the rules established in the systemic environmental management1 compose the SIGAM, certifiable|using ISO14001. The main strategies that should be used in order to develop the Project of design and establish of SIGAM ISO 14001 in Castilla La Nueva are presented. Finally, it ts presented the GUIDE TO DESIGNING AND STABLISHMENTOF SIGAM ISO 14001:2015 IN COLOMBIAN MUNICIPALITIES as an approach to a document that could be applied in any Colombian town.
