The research presented below raises the direct impact of the sectoral public policies applied between 2015-2015 on productivity and employment in the city of Santa Marta. To this end, a qualitative-descriptive investigation was carried out on the administrative processes (government plan and implementation of public policy tools) and the changes of government in the city and the department, the population that is taken as a study in this document are the most vulnerable communities in the District. Topics that explain the lag that the city had in the industry and production during its stay in law 550 (intervention or bankruptcy in the period 1991-2010) are explained, during which time the funds of the city were frozen and aimed at meeting with the previous obligations that led the district to go through a process of recession and deceleration of the economy.
