All settlement in development with leads analyze concepts of habitability and energy efficiency. This topic of interest contributes information to the plans and programs for local development allowing timely interventions, especially in neighborhoods with environmental deficiencies, basic services and urban equipment. The work is based on a qualitative - quantitative approach of research, developing statistical samples, which allowed to recognize the lack of planning and sustainability, which are debatable enough to realize an understanding of energy efficiency in these areas.
