The projects financed in social appropriation are based on the National Strategy of Social Appropriation of Knowledge published by Colciencias in 2010. From this, it is possible to understand that the processes for the presentation of projects in the SGR, through the FCTel, have presented difficulties regarding the concept of social appropriation of the CTI in the projects financed with royalties. Thus, an analysis was made of the reports delivered by the Comptroller, DNP and Colciencias to understand the inconsistencies in FCTel's resources. The concept of ASCTI, its characteristics and the activities that should have all appropriation process in ASCTI projects were examined. In addition, the responses of those who participate in the ASCTI process were presented in order to understand the relationship between the actors responsible forthe projects and the use of the term social appropriation. Finally, the results of the four projects analyzed from the perspective of social appropriation are shown. Based on this information, it is possible to conclude that the concept of social appropriation is not clear to the actors involved in the process. The methodology used for the presentation of ASCTI and CTI projects is not simple and involves complex processes to follow as well as unstable relationships with public entities. There is a lack of knowledge about STI activities by the governorates, prejudices about the producers of knowledge and a gap between the scientific community and civil society.
