In the formation of technicians, technologists and engineers the following thing has been diagnosed: linking between these levels does not exist. The formation of technicians, technologists and engineers is confused. And a social one exists imaginary: the technical formation is for poor men. This situation affects the development of the country in two-way traffic: the state of technological dependency goes deep; he opens himself plus the socioeconomic breach, in as much the technicians they do not have an agreed recognition with the importance of his work, or the engineers badly are remunerated by, supposedly, doing just like a technician does. This Proposal is an alternative of raised solution to the problematic one. A program that articulates the formation of technicians, technologists and engineers, from an integral, research perspective, flexible sets out and by competitions. The premises of as part are: · Although between the profile of technicians, technologists and engineers fundamental differences exist, also is certain that they are complementary profiles to each other; to establish the differences and complementariness’s will allow constructing to systems of formation and greater performances of coherence, pertinence and quality? The competition notion allows establishing the limits and relations with regard to the formation of technical technologists and engineers from the analysis and formulation of which it is expected are able potentially to execute a professional in a certain context. The formation level does not determine that there is a subject more competent than another one, but rather that has developed different competitions that they qualify it for different performances. The Proposal of formation presents the following structure: · Definition of the profile of technicians, technologists and engineers. It has been chosen to assume that common characteristics of formation exist. The profile is divided in two: one common one to technicians, technologists and engineers and another specific one by each one of the levels. · Four common nuclei of formation for the three levels are defined. Nucleus 1 responds to the necessity to form a competent professional to act in cultural, ethical and political terms. Nucleus 2 approaches the scientific and technological formation in the area of telecommunications. Nucleus 3 is made up of the processes, procedures and own instruments of the knowledge. And Nucleus 4, on the other hand, forms in own the investigative aspects and of development of the area of the telecommunications. · Finally, the nuclei need in components and modules. One sets out pedagogy constructive, which becomes operative through problematic questions, and by a didactic work, with foundation in the Learning Based on Problems (ABP).
