This paper aims at revising the recent advances in the state of Risaralda in relation to the offer of opportunities for the development of its population. This revision is based on the UNDP human development approach and on a gender perspective in the analysis of indicators. It is concluded that the major difficulties in human development are concentrated on the weakening of the economic growth dynamics and on territorial and gender inequality in respect to access to opportunities.
