The present article in a succinct way puts the neoliberal model of territorial law that organizes and transforms the cities at present in context; in the case of Medellin the instruments of management of the ground and the figure of Macro-projects of national partnership are identified how builders and reproducers of the social fragmentation. Because of that, it explains some processes of community resistance that during several years has remained in this neighborhood of the city of Medellin, in the face of the partial plan Macroproject of integral improvement adopted in the year 2005 for the municipality and their plan of resettlement, through an exercise of participating. a second moment the concept of resiliency, from the look and appropriation of the dynamics of resistance of the communities, is staged up to the adaptation and inversion of the concept assumed by the state institutions in appropriate of the communication strategies and city marketing, who from the innovative city proclaims the commercialization of the landscape city and promotes the beginnings of right to the city: Equality, diversity and equity in the planning of the space.
