In this sense, the State defines the Public Employees the scope of the functions that they are entitled to exercise in favor of the social division of labor that is being developed with the transformation of the State, the services it is concerned to provide, the mechanisms To achieve well-being and the realization of rights, duties, and to facilitate people's participation in decisions that affect them consistent with the principles enshrined in the Constitution. Hence, it is necessary to highlight the contents stipulated in Title ll of the Political Constitution, which stipulates the scope of the Public Function The present work is composed of five chapters: in the first one the problem approach and the methodological guidelines are established; The second chapter analyzes the institutional context of Public Employment taking as a point of reference the concept of Social State of Law; The third chapter reviews the implementation of Public Policy and its issues; In the fourth chapter, the public employment situation and its relationship with the young professionals in the Capital District were statistically diluted. Finally, the fifth chapter is given as a conclusive component of the work where some recommendations are also made to ensure the participation of young professionals in District Public Employment. The methodology used was documentary, descriptive and quantitative to carry out the relevant analysis of the behavior of Public Employment in the Capital District.
