In the process of citizenship, and specifically on youth citizenship, such as developing public policy Medellin youth, it seems that the task is understanding young people as agents of social change. In this regard, since government institutions it states that young people are jointly responsible for development and the general community, which is the purpose of the administration. Apparently, the task is a broad meaning and it underlies a subject of rights and duties, justified both in public policy and program that targets young people. That is why the aim of this work is to identify citizens settings subjects in northeastern Medellin from the participation of young people in the program of Youth Clubs (2013-2014). What kind of involvement exercised the young people of the northeast from Youth Clubs program during the 2013 - 2014? and how it operates from forms of youth participation in political configuration citizens? Given the theoretical constructs and the concept of patch set, sharing practices that produce a space for citizen participation and youth policy are recognized. This implies questioning the notion of citizenship. It is the result of a study focused methodologically from qualitative research and analysis technique known as social theory was further substantiated.
