The urban policies create representations and ideas of the space in function of the improvement of the territorial development, these regulations and devices are guarantors of the urban governability. The rationalities with which the implementation works sometimes ignore the rights of the population in relation to the appropriation and transformation of the built space, generating tensions that encourage the organization and social mobilization. From this general framework the characteristics of the organization and political action process denominated “ veeduria comunitaria en defensa del territorio” located in the city of Medellin- Colombia are described.
