The present research selects two closed urbanizations –UC– installed in the municipality of Pilar, Argentina, in order to analyze, through the study of cases, the urban management – GU– made from the local government instances, in front of the particular urban development phenomenon, in comparative perspective, of the decades of 1990 and 2000. In this way, it is interesting to know the convergences and divergences, in terms of urban management, applied by the local government, for which two UC´s were selected, according to the criterion of case-matching –Pilar and Pilara stages, respectively– and three analytical dimensions –Physical and urban aspects, Social appropriation of the enterprise and Taxation and normative and institutional framework–. The text ends with some reflections on the learning left by the urban management carried out in the two closed housing estates and presents proposals for adjustments to improve existing instruments. Among the results obtained, it is possible to outline the transform tions that occurred in each one of the analyzed dimensions, over the course of ten years, focusing attention on the logics of the local administration, with a positioning that goes from a high permissiveness to models of more restrictive management, in which, however, there is still the impossibility of dealing with a metropolitan urban development phenomenon, from the municipal government instances.
