This article is the result of a research project that aims to make an initial approach to the relationship established between inhabitants from four Medellin’s boroughs and Information and Communication Technologies (ICT), regarding connectivity, use (time, frequency, and use types), daily practices and Medellin Digital’s education curriculums incidence, which constitutes the first indicative of technologic appropriation. For example, analyzing how final users from different boroughs have appropriated training strategies set out by Medellin Digital and how this translates on a real citizenship exercise. Then, it becomes necessary to go further on studies that allow verifying the real impact on training capabilities programs offered by Medellin Digital and other ICT use and appropriation strategies such as tele-centers. As a matter of fact, this need has been raised by Latin American and European national policies, but has not yet been materialized on studies or researches that allow proving the impact of this programs and their quality on the construction of ICT capabilities.
