This paper is a report on a research project called: “Design of a methodological proposal to monitor and analyze information and communication technologies as used by vulnerable communities.” It is based on observation of the so-called Open Classrooms and Library Parks, which are a component of the Digital Medellin program. This program seeks to encourage and assist with the proper use of information and communication technologies in various communities. Our analysis focuses on the applications attained by students and their parents, teacher‟s contributions, strategies to lure community members, and major hurdles and drawbacks. This research enabled us to find some trends in the TIC ownership as well as give some recommendations to assess its impact on various aspects of these social groups‟ life.
