One of the main limitations of the Tomine Reservoir is the lack of cartographic and hydrological data for the land use planning. In order to address this situation the creation of Land Digital Model is proposed. This model is based on a numeric structure that represents the spatial distribution of a particular land surface attribute (DOYLE, 1978). The aim is to use the information generated by this model as input for the land use planning of Guasca, Guatavita and Sesquile municipalities. Once this model is developed, the behavior could be predicted which will allow the design of the environmental, social, economic and cultural development of its surroundings.
