This research seeks a methodology and conceptually an understanding of the phenomenon of Participation in the framework of the Public Policies of Women and Gender Municipal, To the development / implementation of the Women's Public Policy, Gender Equality and Equal Opportunities PPMEGIO of the department of Cundinamarca and contribute to the strengthening of local democracy and the Citizen power of women in the municipalities. Taking into account the multiple actors involved in territorial development, the multiple levels of the decision that the child subjected the policies, the multiple interests at stake, the rigid rules of the game involved and the implicit interaction between them and the rules in the process of implementation of the Women's Public Policy, Gender Equity and Equal Opportunities -PPMEGIO of the department of Cundinamarca is reviewed to identify the exogenous factors (physical and environmental conditions, usage rules and community attributes). Or, they make it difficult for women to participate in the municipalities, in order to promote coordinaron and cooperation between public and civil society, open spaces for social dialogue and the construction of citizenships to strengthen Democratic processes, achieve human development and the full citizenship of women in their municipalities, as well as improve results and social control over local policies.
