Eastern hills of Bogota for its landscape value have characteristics of common pool resources, so have been damaged by a logic called the tragedy of the commons. Against this government authorities have created an institutional design in order to mitigate environmental damage, however today there are still human actions on this resource. Therefore, this research aims to diagnose what aspects, elements and features of institutional design contribute or limit the ecological conservation of Protective Forest Reserve Oriental Forest Bogota DC, in light of the failure 947 of 2013 of the State Council responds a Popular Action. This from the perspective of institutionalism Elinor Ostrom, which proposes eight successful design principles characteristic of long-term institutions for common pool resources, which contrasted with the contents of the fault in question and the arguments presented Popular Action of 2005. The project aims to show itself, there is an institutional design that meets the characteristics proposed by Ostrom solid, for the conservation of the Forest Reserve, or otherwise it has a fragile institutional design features that encourage deterioration and persistent conflicts in the Reserve.
