In this article it is done a general review about the operation of public health in Colombia. The idea is to make visible the necessity of administrative competences in the management of programs, projects and services. Taking into account the trends of globalization, decentralization and communication; we can highlight two kinds of competences for the development of suitable profiles on administrative management: The first one is the general competences. This one acquired from de sources of primary socialization. This competence has to do with de ethical sense and social of the individual. The second one is the specific competences. This one responds to the issues raised by the transformation of the health system. The market of services is indispensable for make an impact in the community. The accounting knowledge and the finances for the management of the resources is health. Finally the Domain of a second language complements the use of the tic. These aspects represent the opportunities increasement for development and improvement within the institutions.
