Keeping in mind that the discussion of the District Development Plan Bogota Mejor para Todos (2016-2020), besides being technical, is political, it is in this decision-making process where is inserted a series of dynamics based on the children's right of participation, which when recognizing their importance in the construction of the public agenda of the capital, were performed during the first semester of the year 2016 within institutionalized spaces such as the District Council of the Children and Adolescents (DCCA) and with the guidance of the District Secretary of Social Integration (DSSI). Considering the District Council of the Children and Adolescents as a way of building citizenship in democracy, that is strongly linked to the dynamism of the voices and expressions of children counselors as delegates of their population group, we examined their project of participation in Public Management of the Capital through two theoretical models: The Staircase of Non-Participation to Genuine Participation developed by Roger Hart (1993) and the Typology of Participation by Trilla y Novella (2001). With the objective of specifying the level of participation of children in this context, emphasis was placed on the reconstruction of their narratives in public dialogues, on the systematization of children's initiatives in the city, and on the consolidation of their proposals in local projects, which even allowed us to reflect on their impact on public policy in Bogota.
