Due to alteration that has been created by human intervention in the environment, it has been demonstrated an increase in the occurrence of certain natural disasters, among which flooding’s. These disasters concern not only people, but also their territories, because they are in face of the challenges that these scenes suggest. All these affected persons are confronted to certain situations that involve changes in their way of live. In face of this limit situations, the Government is also forced to take legal and urgent actions, in the middle of media pressure, to attend the situation. In view of the above, we will analyze the concrete case of the municipality of Santa Lucia, Atlantico. This town is included in the zone influenced by the Canal del Dique and was also one of the townships more affected because of a flooding in 2010, that made that the whole territory was underneath water. It is interesting to study the changes in the configuration of the territory caused by these disasters from the settler perspective. In middle of this crisis they have an opportunity to be visible and to be kept in mind by the Government. This is an aspect really interesting to study, because that suppose a modification in the relation between Nation and the affected community.
