This research is the result of the continuation of research conducted in the field of social communication, pretending to complement the knowledge from psychology. Thus the elements of social inclusion are discussed in two initiatives of social innovation that are characterized by use of ICT. This is a qualitative study whose analysis is carried out by emerging categories of interviews. Emerging categories allow reflect on the actions that the Government have advanced to promote social inclusion beyond welfarism, allowing potentiate in people capabilities agency and empowerment to transform their reality and different social conditions through which some their needs we have been assisted by the Government. By the way, it can be demonstrated elements of psychology, specifically social psychology in such initiatives, since they are intended to recognize the difference and how to denature different forms of socially established exclusion, and have methodologies for it and research and approach to people and communities.
