Spanish Abstract: El presente articulo ubica, como asunto de preocupacion academica y social, el papel activo que los desplazados internos han jugado como sujetos colectivos en la lucha por la garantia y el restablecimiento de sus derechos. Retomando la teoria sobre los movimientos sociales construida por Sidney Tarrow, se reflexiona acerca de dos ciclos de accion colectiva: 1996-2003 y 2004-2009. En ellos se muestra el aumento y diferenciacion de las acciones llevadas a cabo por la poblacion desplazada que se asienta en el municipio de Medellin; se referencian las estructuras de contexto que incentivaron, abrieron oportunidades o limitaron la puesta en marcha de las acciones colectivas; se analizan los repertorios para la accion y las diversas formas de interaccion entre los sujetos afectados y la administracion municipal. Con esto se busca constatar, en el ultimo ciclo, que aparecen formas re-creadas de accion y participacion de la poblacion desplazada, tanto a la hora de relacionarse con las instancias e instituciones encargadas de la politica, como en el fragor de las acciones de hecho, y que ambas son formas de accion que llaman la atencion sobre la garantia de sus derechos conculcados, lo cual se constituye, sin duda, como un reto para la Mesa de Organizaciones de Poblacion Desplazada en Medellin. English Abstract: The present article locates, as a matter of social and academic concern, the active role that internal displaced persons have played as collective subjects in the fight to guarantee the re-establishment of their rights. Using the theory on the social movements proposed by Sidney Tarrow, the article reflects on two cycles of collective action, carried out between 1996-2003 and 2004-2009. In them, one finds the increase and differentiation of the actions carried out by the population of displaced person that have settled in the municipality of Medellin; it references the context structures that encouraged, opened opportunities or limited the setting in motion of collective actions; it analyzes the repertoires for action and the diverse forms of interaction between the affected subjects and the local government. With this the article attempts to verify, in the last cycle, that re-created forms of action and participation appear amongst the population of displaced persons, especially at the moment to engage the instances and institutions responsible for relevant policies, as well as at the beginning of actions. Both are forms of action that call attention to the guarantee of denied rights, which constitutes without doubt a challenge for the Mesa de Organizaciones de Poblacion Desplazada in Medellin.
