This paper is an approach to administrative and territorial dynamics in a context of decentralization in Colombia, such framework establishes principles of autonomy, coordination etc. among the different government levels in order to manage the public resources according to their own realities and interests. Those dynamics of decentralization propose local decision-making processes which will be analyzed through the combined exploration of Amitai Etzioni s theory (decision-making analysis model that uses rationalist and incrementalist approaches). Nevertheless, local making-decisions processes demonstrate to be vulnerable at different dynamics between decentralized government levels which exceeded the managing autonomy principle, whereby, this paper is looking forward to analyze the administrative and territorial situation, also to understand whether this institutional framework is actually affecting the processes of territorial decision-making or not which responds to particular needs of the territory. Thereby, this phenomenon might generate a local governance crisis which could be experienced by most of the decentralized territories in Colombia.
